 FORWARD LEGISLATION - Police Stop & Tell

 The Forward Project is taking proposed bills to every state legislature in the country for our Safe component of wellbeing.


Our future depends upon the modernization of our police/public safety.  We begin with stopping the violence with modifications to our justice system with bills that will codify the changes we need to stop violence and crimes.


Please contact your representatives in your city and state and promote the effort to move forward. When we move forward, we will stop police killings and the killings of police, violence & crimes.


 Using technology and other strategies we can reduce crime by 70%.

Stop & Tell Traffic Bill

Impact: Prevent shootings and violence at Traffic Stops 95 percent for police and civilians.

 

Whereas:Eight year period  FBI data of police traffic stops analyses revealed 45 % of officers killed early in the stop 6-9 feet from the violator’s vehicle/shot while leaving their vehicle; 25 per cent of officers killed during roadside argument or scuffle, 79 percent of the officers were not wearing vests. https://www.ojp.gov/ncjrs/virtual-library/abstracts/traffic-stops-analysis-officers-killed



 Whereas to stop police killings and the Killings of police: This bill will accomplish the following: Stop police killings and killings of police at traffic stops


 Section 1: List of traffic violations with statute, description and penalty must be on every State Attorney website, every Police Department Website and every Department of Motor Vehicle Website.


Section 2: Persons must take traffic law tests in elementary school and high school. Persons must take traffic law tests annually.  It must be the same tests public safety/police personnel take. 


Section 3: During a stop officers must wear vests/shields


Section 4:  During a traffic stop police must tell the person why they are being stopped (quote statute)/penalty. Police must tell the person (s) why they want them to get out of the car. The police officer must tell them how to get out of the car safely for both of them.


Section 5: Police must tell the person why they are being arrested (note the statute) and what the charge is and likely penalty.


Section 6: Police must tell the person what will happen to their vehicle.


Section 7: Police must mirandize the person(s) if they are making an arrest.


Section 8: Not telling a person why they have to get out of the car/why they are being arrested is a violation of the 4th amendment.


THE ENTIRE TRANSACTION MUST BE VIDEOTAPED by the police and or the person(s) representative. Taping is continued through the booking process, and the person must meet with an attorney/legal representative/advocate in person and electronically prior to any interrogation.

Police must tell a person why they are being stopped and name the statute


All persons who are taking driver license tests or have a driver license must take traffic law tests annually. The test must be in layman terms. All persons must take the test. The test is free. 


 Traffic laws must be on Department of Motor Vehicle websites

 Traffic laws must be on police websites

Traffic laws must be on all education/ school websites 

Traffic laws must be on all public library websites








All students must take traffic laws tests every year in school starting in 6th grade
