Our future depends upon the modernization of our police/public safety.  We begin with stopping the violence with modifications to our justice system with bills that will codify the changes we need to stop violence and crimes.

 Enact Crime Prevention Strategies

 BILL: Forward Project Safe 


 Be it enacted by the State Senate and House of Representatives of the United States of America and in the United States Congress 

                

              Title: Forward Safe - Stop  Use of Quotas for Police 

               Evaluation/Productivity or Merit Pay or Promotion 


 (a) Explanation of terminology:  Quotas - police quotas are formal and informal measures that require a police officer to issue a particular number of citations or make a certain number of arrests. Quotas are a “perverse incentive” If you require a certain number of tickets or arrests. Officers will be incentivized fot find arrests, Officers 



Section I: Whereas police quotas are declared illegal for determining the effectiveness of policing or for evaluation of police work 


The rationale behind prohibiting quotas is that they can lead to unwarranted citations, undermining public trust and potentially leading to discriminatory enforcement. ACLU chapters in states like Rhode Island have advocated for bans to ensure police prioritize public safety over revenue generation. 

.New York, North Carolina, Pennsylvania, Rhode Island, South Carolina, Virginia, and Wisconsin have no quota laws.  These laws aim to prevent officers from feeling pressured to issue citations based on a set number rather than on legitimate law enforcement needs. discourage or prohibit using ticket quotas as the sole basis for promotions, demotions, or disciplinary actions. Abolish the "point system similar to Ogden, Utah, which some officers feel is a quota system in disguise.




Section 1. Police are to use crime maps to determine to determine crime locations


Section 2. Police are to use map to determine crime number/rates


Section 3. Police evaluations are based on lower crime rates/numbers and crime rate for each zip code in their service area.


Section 4. The crime numbers are to be calculated using the following categories. This will help determine the location, the number and types of crime. This data is used to analyze and develop non-lethal strategies for preventing crimes and lowering the numbers. 




Major Categories of Crime Violent Crime:
Involves offenses against a person that result in physical or mental harm.

  • Murder and nonnegligent manslaughter

  • Rape

  • Robbery

  • Aggravated assault

  • Property Crime:
    Involves interference with another person's right to use or enjoy their property.

    • Burglary

    • Larceny-theft

    • Motor vehicle theft

    • Arson

Other Types of Crimes

  • White-collar crimes:
    Crimes often committed by business or government professionals. 

  • Cybercrime:
    Crimes committed using computers or the internet. 

    • Computer hacking 

    • Online fraud 
  • Consensual or victimless crimes:
    Crimes where all parties involved are said to consent to the action, although some argue this classification is problematic. 

    • Certain types of public intoxication 

    • Prostitution 
  • Statutory crimes:
    Offenses that violate a specific state or federal statute, which can include property or personal offenses. 

    • Drunk driving (DWI/DUI) 

    • Drug abuse and trafficking 

Classification by Severity

Crimes are also classified by their seriousness, which determines the potential punishment:

  • The most serious crimes, punishable by imprisonment for one year or more, and potentially death.

  • Misdemeanors: Opens in new tab

  • Less serious offenses than felonies, typically punishable by imprisonment for one year or less.

  • Infractions: Opens in new tab Minor violations of the law, such as traffic offenses or petty theft, often resulting in fines rather than court appearances.


Section 1: Police are to change name to Public Safety


Section 2: Police are to collaborate with community groups to develop crime prevention strategies. Provide bi-monthly reports

Crime prevention strategies encompass a wide range of approaches aimed at reducing crime rates and improving community safety. These strategies can be broadly categorized into primary prevention (addressing root causes), secondary prevention (targeting high-risk individuals and locations), and tertiary prevention (rehabilitation and reintegration). Section 3. Police are to develop and use AI technology to prevent crime. The technology is to include:


Audio Visual CCTV; work with community groups to enable security cameras on all residential and commercial structures.


Signage in multiple zipcode areas denoting surveillance zones


High crime areas are AI powered public safety robots/robotic dogs 

Public Safety/Community groups are to develop crime maps for each zip code. The map will show the type of crime committed by street/area and calculate crime rate.  This is for residential and commercial safety and crime prevention 


Crime rate for each zip code will enable the determination of public safety action to prevent theft/break-ins and where to deploy public safety personnel more effectively.


Evaluation Crime rates are to determine the evaluation of public safety effectiveness, police evaluations and compensation.
