 Be it enacted by the State Senate and House of Representatives of the United States of America and in the United States Congress 

                

              Title: Forward Safe - Stop  Use of Quotas for Police 

               Evaluation/Productivity or Merit Pay or Promotion 


 (a) Explanation of terminology:  Quotas - police quotas are formal and informal measures that require a police officer to issue a particular number of citations or make a certain number of arrests. Quotas are a “perverse incentive” If you require a certain number of tickets or arrests. Officers will be incentivized fot find arrests, Officers 



Section I: Whereas police quotas are declared illegal for determining the effectiveness of policing or for evaluation of police work 


The rationale behind prohibiting quotas is that they can lead to unwarranted citations, undermining public trust and potentially leading to discriminatory enforcement. ACLU chapters in states like Rhode Island have advocated for bans to ensure police prioritize public safety over revenue generation. 

.New York, North Carolina, Pennsylvania, Rhode Island, South Carolina, Virginia, and Wisconsin have no quota laws.  These laws aim to prevent officers from feeling pressured to issue citations based on a set number rather than on legitimate law enforcement needs. discourage or prohibit using ticket quotas as the sole basis for promotions, demotions, or disciplinary actions. Abolish the "point system similar to Ogden, Utah, which some officers feel is a quota system in disguise.




Section 1. Police are to use crime maps to determine to determine crime locations


Section 2. Police are to use map to determine crime number/rates


Section 3. Police evaluations are based on lower crime rates/numbers and crime rate for each zip code in their service area.


Section 4. The crime numbers are to be calculated using the following categories. This will help determine the location, the number and types of crime. This data is used to analyze and develop non-lethal strategies for preventing crimes and lowering the numbers. 




Major Categories of Crime Violent Crime:
Involves offenses against a person that result in physical or mental harm.

  • Murder and nonnegligent manslaughter

  • Rape

  • Robbery

  • Aggravated assault

  • Property Crime:
    Involves interference with another person's right to use or enjoy their property.

    • Burglary

    • Larceny-theft

    • Motor vehicle theft

    • Arson

Other Types of Crimes

  • White-collar crimes:
    Crimes often committed by business or government professionals. 

  • Cybercrime:
    Crimes committed using computers or the internet. 

    • Computer hacking 

    • Online fraud 
  • Consensual or victimless crimes:
    Crimes where all parties involved are said to consent to the action, although some argue this classification is problematic. 

    • Certain types of public intoxication 

    • Prostitution 
  • Statutory crimes:
    Offenses that violate a specific state or federal statute, which can include property or personal offenses. 

    • Drunk driving (DWI/DUI) 

    • Drug abuse and trafficking 

Classification by Severity

Crimes are also classified by their seriousness, which determines the potential punishment:

  • The most serious crimes, punishable by imprisonment for one year or more, and potentially death.

  • Misdemeanors: Opens in new tab

  • Less serious offenses than felonies, typically punishable by imprisonment for one year or less.

  • Infractions: Opens in new tab Minor violations of the law, such as traffic offenses or petty theft, often resulting in fines rather than court appearances.


Section 1: Police are to change name to Public Safety


Section 2: Police are to collaborate with community groups to develop crime prevention strategies. Provide bi-monthly reports

Crime prevention strategies encompass a wide range of approaches aimed at reducing crime rates and improving community safety. These strategies can be broadly categorized into primary prevention (addressing root causes), secondary prevention (targeting high-risk individuals and locations), and tertiary prevention (rehabilitation and reintegration). Section 3. Police are to develop and use AI technology to prevent crime. The technology is to include:


Audio Visual CCTV; work with community groups to enable security cameras on all residential and commercial structures.


Signage in multiple zipcode areas denoting surveillance zones


High crime areas are AI powered public safety robots/robotic dogs 

Public Safety/Community groups are to develop crime maps for each zip code. The map will show the type of crime committed by street/area and calculate crime rate.  This is for residential and commercial safety and crime prevention 


Crime rate for each zip code will enable the determination of public safety action to prevent theft/break-ins and where to deploy public safety personnel more effectively.


Evaluation Crime rates are to determine the evaluation of public safety effectiveness, police evaluations and compensation.

Stop & Tell Traffic Bill

Legislation Forward Project  Safe 2:  Stop & Tell



Impact: Prevent shootings and violence at Traffic Stops 95 percent for police and civilians.

 

Whereas:Eight year period  FBI data of police traffic stops analyses revealed 45 % of officers killed early in the stop 6-9 feet from the violator’s vehicle/shot while leaving their vehicle; 25 per cent of officers killed during roadside argument or scuffle, 79 percent of the officers were not wearing vests. https://www.ojp.gov/ncjrs/virtual-library/abstracts/traffic-stops-analysis-officers-killed



 Whereas to stop police killings and the Killings of police: This bill will accomplish the following: Stop police killings and killings of police at traffic stops


 Section 1: List of traffic violations with statute, description and penalty must be on every State Attorney website, every Police Department Website and every Department of Motor Vehicle Website.


Section 2: Persons must take traffic law tests in elementary school and high school. Persons must take traffic law tests annually.  It must be the same tests public safety/police personnel take. 


Section 3: During a stop officers must wear vests/shields


Section 4:  During a traffic stop police must tell the person why they are being stopped (quote statute)/penalty. Police must tell the person (s) why they want them to get out of the car. The police officer must tell them how to get out of the car safely for both of them.


Section 5: Police must tell the person why they are being arrested (note the statute) and what the charge is and likely penalty.


Section 6: Police must tell the person what will happen to their vehicle.


Section 7: Police must mirandize the person(s) if they are making an arrest.


Section 8: Not telling a person why they have to get out of the car/why they are being arrested is a violation of the 4th amendment.


THE ENTIRE TRANSACTION MUST BE VIDEOTAPED by the police and or the person(s) representative. Taping is continued through the booking process, and the person must meet with an attorney/legal representative/advocate in person and electronically prior to any interrogation.

Police must tell a person why they are being stopped and name the statute


All persons who are taking driver license tests or have a driver license must take traffic law tests annually. The test must be in layman terms. All persons must take the test. The test is free. 


 Traffic laws must be on Department of Motor Vehicle websites

 Traffic laws must be on police websites

Traffic laws must be on all education/ school websites 

Traffic laws must be on all public library websites








All students must take traffic laws tests every year in school starting in 6th grade


Enforcement:  State Attorney General and Community/ Zipcode Civic Crime Prevention Teams

         Enact Crime Prevention Strategies


Impact: Prevent police killings, killings of police. Crime/Violence by 70 percent/or comparable to other advanced nations



Section 2. Whereas:  We must work to address violence/crime in America. Through the development and use of crime prevention methodologies, thus reducing crime by 80%


Impact: Reduce violence by 70% and/or comparable to other advanced nations


Whereas:   The United States is the most violent country in the western hemisphere. FBI reports 21,156 homicides, According to National Center on Domestic and Sexual Violence In the United States, nearly 10 million people become victims of domestic violence annually which represents 50 percent of police calls, property crimes number over 10 million annually.


 National Center for State Courts that there were 31.07 million traffic cases in state courts in 2023, and another source estimates that between 25 and 50 million citations 


Speeding tickets account for around 41 million issued annually. In 2023 National Highway Traffic Safety Administration , there were 40,901 motor vehicle crash fatalities in the United States. The number of police officers killed in the line of duty in the US varies annually, but on average, about 140-150 officers are killed each year, according to the National Law Enforcement Officers Memorial Fund. The trend of fatal police shootings in the United States seems to only be increasing, with a total 1,173 civilians having been shot, according to the National Institute of Health.  Between 2016 and 2022, at least 1,287 public safety officers across the United States died by suicide, according to a joint report by the CNA Corporation and First H.E.L.P., a nonprofit that tracks law enforcement suicides.



Section 2.1. This act will accomplish the following: 

Stop messaging violence as normal. America is the most violent country in the Western World. Stop police killings and the killings of police; Stop violence in our communities; reduce/prevent crimes

2.3 Repeal lethal force law

2.4 Repeal stand your ground

2.5 Repeal point gun law 

2.6 Self-defense law with visual examples are sufficient for police and civilians 


3.  Modernize policing

3.1 Increase training education from 21 months to 3 plus years. 

Use Norway’s 3-year education program. Norway has no police killings or killings of police. 


There is definitely a correlation between the length of training and violence. Develop new protocols that prevent split second decisions, fear for lives.


 3.2 Develop non- lethal weapons and AI tools; protective gear - clothing. shields (bullet proof material}


4.0  Public Safety and Community collaboration with Zip Code Crime Prevention Teams

4.1 Surveilled neighborhoods; use of AI tools

4.2 Teach people how not to be victimized during civic meetings 

and online/ provide Emotional Intelligence classes on and offline to reduce domestic violence calls (family violence calls represent 50% of police calls)

4.3 To combat police suicides/domestic violence among police and families all personnel must also take Emotional Intelligence Classes

4.4 Policing effectiveness is evaluated based on decrease in crime numbers by zipcode and NOT BY QUOTAS



5. Act is funded using current appropriations
