1. All arraignment proceedings must be videotaped.
2. All persons who are charged with a felony and
specifically persons with a first time alleged offense require a court
appointed attorney or their own attorney at any arraignment. The prosecutor
must present all videos of the incident during the arraignment with a copy for
the defense attorney.
