Be it enacted by the State Senate and House of Representatives of the United States of America and in
the United States Congress
Explanation of terminology: Mental Illness is a broad range of disorders that can affect a person's thinking, mood, or behavior.
Types of mental illness: anxiety, dementia, attention deficit disorder, anxiety disorder, schizophrenia, obsessive compulsive disorder,post traumatic stress disorder, bipolar disorder, clinical depression, disruptive behaviour, dissocial disorder.
Causes of Mental Illness:Causes of Mental Illness: combination of genetic, biological, environmental, and psychological factors
Treatments For Mental Illness:Antidepressants,Cognitive behavioral therapy.Psychotherapy,Antipsychotics,Interpersonal psychotherapy, Mood stabilizer, Pharmaceutical drug, Electroconvulsive therapy, Eye movement desensitization and reprocessing. Dialectical behavior therapy,Ect or other brain stimulation therapy, Psychoanalysis, Psychodynamic psychotherapy,Support group.Exposure therapy
Hospital and residential treatment programs.Outpatient mental health treatment, selective serotonin reuptake inhibitor
Homeless: Estimates Indicate 67% of the homeless suffer from a mental illness.
Drug Addiction: According to the 2023 National Survey on Drug Use and Health (NSDUH), an estimated 20.4 million U.S. adults had co-occurring substance use and mental health disorders.
Impact: Mental Health screening, cures/treatments, prevent violence
Whereas in the USA 59.3 million adults experience a mental illness which is 23.1 percent of the total adult population (National Institute of Mental Health (NIMH), Systematic reviews suggest that over two-thirds (67%) of people who are currently unhoused have a mental health disorder
Whereas: At least 25% of people who are shot and killed by police officers suffer from acute mental illness at the time of their death.
Whereas: According to the Harvard Law Review in 2022 Police killed 356 individuals where the initial reason for the encounter was mental illness, erratic behavior, or suicide, and no weapon or threat to others
Incidents in which mental or behavioral health conditions were named in association with the shooting comprised 23 percent (2,404) of all shootings by police. Nationwide, People with untreated mental illness are 16 times more likely to be fatally shot during an encounter with police than people with their mental illnesses under control.
Section 1: Police must use non-lethal weapons and AIs when encountering persons who are in the state of a mental health crisis.
Section 2: House the homeless in abandoned towns in the USA, around the world enabling them to receive intensive mental and physical health treatment (must have appointed guardians such as family members).
Section 3: Enable intensive research in these towns for mental health cures and effectively treat mental illness preferably non-invisive) such as use of medical wearable and digital devices.
Section 4: With permission, persons mental health recoveries are to be broadcast. To do so is to inform and remove stigma.
Section 5: Police/ Public Safety departments must be linked to Mental Health personnel who are to respond to persons having a mental health episode. The officers must be trained 40 hours at an established Crisis Intervention Team (CIT) Academy. The program trains officers, pairs them with mental health professionals, enabling connecting individuals with appropriate services reducing the need for arrests or emergency room visits.
6. Mental health screenings are to be conducted in statewide multiple locations periodically to enable early detection and treatment.
